Super bonus and single-family homes: 30% by June 30th


In recent days the maxi-amendment has been approved which definitively approves the amendment regarding the deadline June 30, 2022 to present at least the 30% of the jobs on the total renovation works to take advantage of the 110% Superbonus for single-family buildings.

The request to eliminate the restriction on 30 June 2022 to allow natural persons to access the 110% Superbonus for the renovation of single-family buildings came from the 5 Star Movement. The Party’s alarm was for a possible market stop if the single-family units continued to be penalized due to the maintenance of an overly stringent condition such as that linked to the state of progress of the works.

In particular, the proposal was to move from 30 June to 30 September 2022, a proposal rejected by Palazzo Madama.

Meanwhile, the pressure continues: “the M5S, together with the other parties, will present some amendments to Energy Decreewhich is currently being examined in the Chamber of Deputies, to ask to move the 30% SAL deadline forward, or even eliminate it» declared Senator Gianni Girotto.

Meanwhile, in the Chamber, the deputy Cristian Romaniello asked to eliminate the condition of 30% progress of the works to 30 June 2022 to facilitate the use of the 110% super bonus by natural persons on single-family buildings, saying that anti-fraud measures have been introduced who blocked the transferability of tax credits; this has resulted in the blocking of the mechanism for transferring credit to banks and other financial intermediaries, effectively making it impracticable for suppliers and companies to discount invoices, with the blocking in many cases of construction sites that have already started or are about to be started.
It seems more likely than ever – Romaniello argued – that the verification of 30% of the works actually carried out by natural persons, who have started building interventions on single-family buildings, risks not being able to be ascertained by June 30theffectively leading to the loss of the requirements to benefit from the superbonus facilitation system».

What is being asked of the Ministers is whether they do not consider it important to adopt a regulatory initiative as soon as possible to facilitate the use of the 110% Superbonus for interventions carried out by natural persons on single-family buildings, without any conditions related to the progress of the worksto guarantee those savers who have already assessed the feasibility of the initial investment and the advantages of the incentive benefit.

But why this deadline?

The choice to let the Superbonus for single-family buildings expire earlier may have multiple interpretations. At first glance it seems incomprehensible to stop a measure that is actually driving the real estate redevelopment market.

At the end of February, for example, compared to approximately 123 thousand sworn statements presentedmore than half relate to interventions on single-family homes.

Political forces and sector operators are asking to extend the Superbonus for single-family homes because they fear that demand will reduce and the market stops. On the other hand, the Government aims to reduce costs of the facilitation and to stimulate interventions on condominiums, i.e. on the most energy-intensive buildings.
