The renovation race continues and thanks to the publication in the Official Journal of the Aid Decree, which came into force on 18 May, good news has arrived for all those who are carrying out work on detached houses and houses.

The Decree provides in article 14 a extension of the deadline of the superbonus regarding the single-family buildingsas well as a new and further modification to the invoice discount and credit transfer mechanism. In fact, despite the 2022 Budget Law having extended the Superbonus until 31 December 2022 for single-family buildings and for real estate units located within functionally independent multi-family buildings – which have carried out at least 30% of the works by 30 June 2022 and paid the balance by the end of the year – to date, the Government provides for a 3 month extension with respect to the deadline of 30 June, provided that on the date of September 30, 2022 work has been carried out for at least 30% of the overall intervention.

From the last decree i requirements have remained unchanged: to take advantage of the Superbonus it is essential to achieve the improvement of at least two energy classes, carrying out at least one of the two works between thermal insulation and changing the heating plant.

For i works on the common areas of the buildingshowever, all units are subsidized provided that at least 50% of the surface area is residential. As for work inside the residential units and for those on independent houses, a maximum of two properties per taxpayer can be subsidised; luxury homes (A/1, A/8 and A/9 for the land registry), non-residential properties, buildings with single ownership and more than 4 residential units are always excluded.

Works and assignment of credit

There is also a far-reaching intervention on the health front assignment of credit: the deadline for communicating the transfer relating to the works carried out in 2021 will probably be postponed to October 15, 2022 to give businesses and financial institutions more time to complete the procedures.

Furthermore, there is talk of the possibility of also allowing the fourth transfer of the tax credit to offset debts or reduce taxes due, recognized to banks in favor of their account holders, i.e. those who have stipulated a current account contract, and maintaining the rule according to which banks must be jointly and severally liable for such credits. The citizen who is entitled to the 110% Superbonus will therefore be able to transfer his tax credit to the bank and immediately obtain the liquidity to pay the company carrying out the works, in exchange for a percentage of the credit amount.

Finally, from 27 May 2022, the tax benefits linked to construction bonuses will be available for works worth more than 70,000 euros, provided that the company applies the collective agreements in the construction sector stipulated by the most representative trade union associations.
